According to the authors, anonymizers and VPN services will be required to cooperate with the registry of banned sites Roskomnadzor to block the access to the resources that are included in the registry. Otherwise, the program will be blocked.
In addition, the bill requires search engines to stop providing links to the sites that are blocked in Russia for the distribution of illegal information. If the search engine refuses to do it, then owners will be fined up to 700 thousand rubles.
